Make a failed branch again with the same name and settings

### Synopsis

Make a failed branch again. The failed one is deleted and a new branch with the same name, starting point, lifetime and sleep setting is created. Only a branch that failed can be retried.

Exit codes: 8 your plan's limit is reached, 9 no room right now (nothing was charged), 10 the point in time is outside the history window, 11 the price needs confirming (resend with the --confirm-charge amount shown).
